Policy Considerations
● Literacy development should be in the mother tongue/national language whereby linguistic features are developed till age 5. (For example, there is a study conducted by TCF in Tharparkar where such a model is piloted; 13 dialects are being spoken in that context; there are 4 continuums of language learning which include L1: Local language of that context, L2: Urdu, L3:English; etc.; Early Childhood Education is approached in home language)
● Start with Oral Communication Approach for teaching any second and foreign language
● Professionally trained teachers with adequate fluency
● Tech-enabled language learning (for adults and young learners)
● Remedial Learning programs
● Differentiated learning programs
● Teacher Licensing -an essential prerequisite for English Teachers
● Moral Values integration in the curriculum; Universal Core Values or Themes given in the curriculum. (For example, for text on ‘Act of Kindness’, author/practitioner derives inspiration from Quran and Sunnah and a universal value is reiterated by Quran and Sunnah)
